40th Anniversary Celebration

You might be hearing some whoops and hollers coming from our offices this month as September marks our company’s 40th anniversary!  We are both proud and happy to be celebrating this benchmark of success.

It all started in the summer of 1984.  Four community volunteers were at their neighborhood pool and the idea of a new kind of management company was born.  They thought it could be done better.  Better by achieving results.   Better by managing instead of simply administering.  Better by being on the leading edge of technology.  And better by being cost-effective. 

On September 29, 1984, C.I.A. Services was created with the vision to provide guidance, support, and resources that make a positive impact on communities and the families that live in them.  They thought it could be done better – and they were right! 

Those four community volunteers were Ralph Troiano, Tina Jameson, Tony Victorino, and Cynthia Wood.  They were the first team at C.I.A. Services.  The team has continued to grow and today we have more than 100 employees.  All of our employees have worked very hard to get here and are very proud to be part of a company that on a daily basis supports the success of our communities and each other.

To mark the special occasion, employees and guests were invited on a 4-day cruise to Cozumel, Mexico.  We had about 100 employees, friends, and family join us for this magical weekend.  There was food, dancing, singing, fun, sun and more!

We are very pleased to be completing our 40th year of business and extend our sincere appreciation to all of our communities for being a part of our success.

Rafiat Kassim of Grand Vista Community Association

Rafiat Kassim, a 2005 graduate of Texas Southern University College of Pharmacy, is not only a dedicated healthcare professional but a devoted mother of two. Her commitment to raising kind and responsible children is no accident—she invests her time to ensure they have the tools to succeed in life.

Inspired by her father’s devotion to serving others in the medical field, Rafi has volunteered countless hours with the PTA, Booster Clubs, and community organizations. In 2024, she was elected to the Grand Vista HOA Board, but her service began long before, organizing events and strengthening community ties.

Rafi’s mantra, “You are strong and enough,” is one she shares with the youth, encouraging self-confidence and resilience. She believes that being a good friend and giving back is the best way to make a lasting impact, a value she instills in her children. Her positive energy and dedication to service are felt throughout the community, making her a true inspiration to all.

Stockholder Anniversaries

We have multiple stockholder anniversaries this month to celebrate!

Congratulations to Ralph Troiano, Chairman of the Board and Chief Software Architect, and a founding member of C.I.A. Services, who is celebrating his 40th anniversary alongside the company! Although he recently passed on his Presidential torch, Ralph remains an important leader of our company in his current role. He wrote and continues to support our software, RedDog NextGen, which enables us to provide outstanding service and we’re grateful for his engineering experience. Outside of work, his professional demeanor changes for a more lighthearted, outgoing one. He loves the hill country, his dogs, and watching and playing hockey.

Debra Bearden will be celebrating her 12-year anniversary with C.I.A. Services this month! Debra is our Team Lead of Accounts Payable and Accounts Receivable. She recently moved to Louisiana, and works from home with support from her husband, Chuck, and corgis, Bo and Dixie Doodle-Bug!

Congratulations to Deirdre Giampietro for reaching her 6th anniversary!  Deirdre is a Publications Coordinator.  She and her husband, Michael, have two kids, Gavan and Nuala, and a dog named Marty. She enjoys spending time with them and volunteering at her church.

Associations in Practice

Our Associations in Practice Series is an offering of short videos with specific topics.  

The 2023 session of the Texas legislature had some impact on property owners’ associations.  The short 17-minute video, Texas 88th Legislative Session, provides a concise review of what passed and what didn’t, and what’s next for POAs based on the Session.

Although the 88th Legislative Session came to a close on May 29th, an extraordinary event unfolded when Governor Abbott opted to veto several bills, including one that had a direct impact on POAs. In light of this development, our Texas Legislative Session Update video, a follow-up to the above, provides crucial insights and an in-depth update regarding this situation.

Also available is Texas 87th Legislative Session.  The 2021 session of the Texas legislature produced significant changes to the Texas Property Code affecting property owners’ associations. This video explores those changes and provides specific follow-up recommendations. 

Super-Budget Concepts is a great introduction (or refresher) to our Super-Budget and a nice refresher or opening to the full webinar offered in our Seminar Series. 

In our video, Short Term Rentals, we offer insight into short-term rental properties. We have an expert panel on board discussing everything from what a short-term rental is, to potential problems and possible solutions.
