Swimming Pool
Swimming Pool Highland Meadow has a swimming pool, park and basketball court located at 11419 Brook Meadow.

FOR POOL ACCESS:
Each homeowner must show a photo ID with their address and must be in good standing with the Association. The photo ID must have the individual’s name, a Highland Meadow address and birthdate.

Everyone (residents and guests) 15 years old and older must present a photo ID every time they come to the pool and those 14 years old or younger must be accompanied by an adult (18 or over).

What is the Assessment?
What is the Assessment? The 2023 Assessment has been set at $415.00, which represents a 2.5% increase over last year.

The assessments are due on January 1st of each year and provide for services in the community. Every owner has an obligation to pay the annual assessment. If you do not receive a statement, please submit a request to C.I.A. Services to confirm your balance and ensure it is paid on time.

You may submit your payment by mail, in person, or via our website.

Exterior Modification
Exterior Modification All exterior alterations or improvements to a property must be reviewed and approved in advance of construction by the Architectural Control Committee (ACC). Residents must submit a home improvement application describing the work to be performed. The ACC will review the request and render a decision within 30 days. If it is not approved as submitted, the ACC may provide suggestions for making changes so it can be resubmitted for approval.

To complete your application, click on Ask. Request. Submit. There you will enter all of the information needed in order for the committee to make an informed decision. Any applications dealing with the exterior appearance of the house (such as painting or roofing) must be accompanied with project details or the application might be disapproved for lack of information. Also include a plat map or survey of the property that indicates the project in conjunction with the property lines and easements when applicable.

As soon as you have gathered your information, you are ready to get started.

Board of Directors
Board of Directors The Association is overseen by a five-member Board of Directors who live in the community and volunteer their time. Each Board member serves a 2 year or 3-year term with elections held in February.

Community Meetings
Community Meetings The Board of Directors holds a meeting on the 1st Wednesday of each month. These meetings are usually held at 6:30 p.m. at the Parker Williams Library located at 10851 Scarsdale Boulevard. *Due to COVID, the meetings have been held via Conference Call.*

The Annual Meeting and Election of Directors are held on the 2nd Wednesday in February at the same location. All homeowners are mailed an official notification and proxy in advance.

Services And Utilities

Trash Collection
Trash Collection Trash services are now provided by Texas Pride Disposal. All questions and concerns can be directed to Clear Brook City MUD 281-484-1562. Clear Brook City MUD sets this contract with the trash company and is paid through the water bill.

Trash is to be placed on the curbside no later than 7 a.m. on Mondays and Thursdays. Thursday is "heavy trash" day. 

In the event a service day falls on a holiday, the collection will roll to the next regularly scheduled collection day.

Water & Sewer
Water & Sewer Water and wastewater is provided through the CLear Brook City MUD. To apply for new service all owners and renters are required to visit Clear Brook City MUD at 11911 Blackhawk Blvd., to complete a service agreement. Homeowners Requirements:

  • Signed Settlement Statement, a Closing Disclosure Document or an Executed Warranty Deed.
  • A Deposit of $75.00 – $260.00 payable by check, cashier’s check or money order.
  • Social Security Card, Texas Driver’s License and/or Passport.

Renters Requirements:

  • Signed Lease Agreement.
  • A deposit of $260.00 payable by check, cashier’s check or money order.
  • Social Security Card, Texas Driver’s License and/or Passport
