Mission Statement

We, the Board of Directors of the Eastpoint Subdivision Homeowners Association (ESHOA), will strive to maintain and improve the subdivision for the benefit of our residents; to provide residents with an attractive, safe and healthful environment in which to live; to provide a forum in which residents can interact and share their ideas and opinions; and to provide residents with professional governance that will reflect positively upon the neighborhood and the city of Baytown. We welcome suggestions, ideas and opinions for the improvement of our neighborhood – because that is what Eastpoint Subdivision is.

Board of Directors
Board of Directors The Association is operated by a five-member Board of Directors who volunteer their time for the benefit of the community. The Board members are elected by the membership at the annual meeting for a term of one year. The Annual Meeting is held in May of each year. If a director is unable to complete their full term, the Board will appoint someone to fill that seat until that term expires. A list of the current board members is available on the Key Personnel page. 

The Board of Directors elects the officers after the annual meeting. The term of all officers is one year. A description of each position is available on the Become a Volunteer page. 

Assessments
Assessments The assessments are due on January 1st of each year and provide for services in the community.

The purpose of the assessment is to cover actual Association costs for taxes, insurance, repair, replacement, maintenance and other activities. Additionally, it pays for legal and accounting fees, management services fees, expenses incurred in complying with any laws, ordinances or governmental requirements applicable to the Association, reasonable replacement reserves, and the cost of mowing grass, grounds care, sprinkler system, landscaping, and other charges determined to be necessary to meet the primary purpose of the Association.

Every owner has an obligation to pay the annual assessment. If you do not receive a statement, please submit an accounts receivable request to C.I.A. Services to confirm your balance and ensure it is paid on time.

Exterior Modifications
Exterior Modifications All exterior alterations or improvements to a property must be reviewed and approved in advance of construction by the Architectural Control Committee (ACC). Residents must submit a home improvement application describing the work to be performed. The ACC will review the request and render a decision within 30 days. If it is not approved as submitted, the ACC may provide suggestions for making changes so it can be resubmitted for approval.   

To complete your application, click on Ask. Request. Submit. There you will enter all of the information needed in order for the committee to make an informed decision. Any applications dealing with the exterior appearance of the house (such as painting or roofing) must be accompanied with project details or the application might be disapproved for lack of information. Also include a plat map or survey of the property that indicates the project in conjunction with the property lines and easements when applicable.

Trash Pick Up
Trash Pick Up Eastpoint Community trash service is provided by the City of Baytown.

Trash pickup days are Mondays and Thursdays.

Trash will not be picked up on any City observed holiday, the day following Thanksgiving, Christmas or New year’s Day. Holidays that fall on a Sunday are observed on the following Monday.

Garbage must be in cans or plastic bags less than 30 gallons in size and weigh less than 60 pounds per container. It should be by the street by 7:00 a.m. of the scheduled collection day. Heavy trash, such as furniture, boxes, and old appliances (without Freon) will be collected along with your regular garbage.

No building materials, tires, batteries, or other hazardous materials can be set out with the garbage.

Poison Control The Texas Poison Center Network (TPCN) was established by the Texas Legislature in 1993 when they passed Senate Bill 773. This bill mandated that a network of six regional poison centers be established to provide emergency treatment information to the citizens of Texas for poisonings or toxic exposures. Access to this health care advice is available to both the lay public and to health care providers in the state.

This 24 hour toll free resource was established by the joint efforts of the Texas Department of Health, now known as the Department of State Health Services (DSHS), the Commission on State Emergency Communications (CSEC), and the six regional poison centers to provide access to poison center services while reducing costs to the citizen.

Mosquito Control
Mosquito Control All mosquitoes need water in which to pass their early life stages. Fully formed adult mosquitoes frequently rest in grass, shrubbery or other foliage, but they do not develop there.

Some mosquitoes lay their eggs in standing water where they will hatch in just a few days. Other mosquitoes lay their eggs in old tires, tin cans, or other water-holding containers in which may remain unhatched for weeks or months until they are covered with water.

Tips on Fighting Mosquitoes

1. Get rid of old tires, or stack and cover the tires and store them in a proper place.
2. Empty your tin cans, bottles, jars, buckets, drums and other containers.
3. Repair leaky pipes and outside faucets.

Neighborhood Watch Program

The prevention of crime – particularly crime involving residential neighborhoods – is a responsibility that must be shared equally by law enforcement and private citizens. The fact is, the impact on crime prevention by law enforcement alone is minimal when compared with the power of private citizens working with law enforcement and with each other.

NEIGHBORHOOD WATCH is based on this concept of cooperation, and nationwide statistics prove that it works. When citizens take positive steps to secure their own property and neighbors learn how to report suspicious activity around their homes, burglary and related offenses decrease dramatically.
